Two permits are essential if one is to visit Namdapha. One is the Inner Line Permit for entry into the state of Arunachal Pradesh, and the other is a tourist permit issued by the office of the Field Director, Namdapha National Park to enter Namdapha.


The Inner Line Permit (ILP) and Restricted Area Permit (RAP)

The Inner Line Permit (ILP) is also known as the Provisional Inner Line Pass. A separate permit is required to enter each district in Arunachal, and for the district of Changlang, where Namdapha is located, the permit is issued at several centres in India. The ILP usually allows entry into the district from only one check-post, and ILPs for Namdapha are valid only for the check-post of Namchik. ILPs are valid for period of fifteen days, within which the visitor must enter and leave the district. The application form is available online at:

Usually, a passport-sized photograph and a recommendation by an official from the Arunachal Pradesh State Government is not essential for the 15-day ILP, but are necessary for the Inner Line Pass, which is a permit for a longer period of stay. An application for the Inner Line Pass must be accompanied by documentation proving that stay in the area is necessary for work. These passes therefore, are not typically issued to tourists.

Following application, the processing time is typically one day, so applying in the morning will usually result in the issue of the pass by late afternoon. Occasionally, the issue of the pass may require up to two days. ILPs issued at any centre can be extended for another fifteen day period at the office of the Additional Deputy Commissioner (ADC), Miao. The application/renewal fee is twenty-five rupees. Applications may be made by any person on behalf of the traveler.

One of the best options in obtaining an ILP to visit Namdapha for an independent traveler without local contacts in Miao is to make a day’s stop at Guwahati, Tezpur or Dibrugarh (at Mohanbari, near the airport) and apply for the ILP in the morning at the Deputy Resident Commissioner’s office. The ILP is issued in the afternoon. For tourists with local contacts in Miao, the easiest option is to have somebody apply for the ILP at the office of the ADC, Miao. Several government-approved tour operators can take care of the ILP or RAP on behalf of the visitor.

The Restricted Area Permit (RAP) is the equivalent of the ILP for foreign tourists. This is issued by the Ministry of Home Affairs, Government of India (F-1, Lok Nayak Bhavan, Khan Market, New Delhi - 110 001). Applications can be made to the Home Commissioner, Government of Arunachal Pradesh at the state capital of Itanagar, all Foreigners Regional Registration Offices (FRROs) at Delhi, Mumbai and Kolkata, the Chief Immigration Officer, Chennai and Indian missions abroad. It is advisable to apply for the RAP at least four weeks prior to the date of travel, although eight weeks is safer. A copy of the passport and visa is a necessary enclosure with the application. The application fee is Rs. 3500 for a permit valid for a period of one month. The charge for a ten day permit is US $ 50, with a US $ 5 per day extension fee. The RAP is granted only to groups of foreigners (at least four) and not to individuals, although this might change in the near future.

The Tourist Permit, Namdapha National Park

Tourists to Namdapha require a tourist permit to enter the park. A written application must be made to:

The application can be submitted at the office in person, and the permit is issued usually on the same day. There is no fee for application. There are entry fees to the park. These are:
